Do not issue scores for a challenge level or tournament if there remain any unresolved issues.
Do not finalize challenge level scores until all issues in the challenge level are resolved.
Checking for open issues is easy. In fact, because an open issue turns a team's row bright red, it's hard to miss them. And it also turns the row for that challenge and level red in the Tournament Summary Window.
If the challenge level has an open issue, notify the Tournament Director that scores are otherwise complete, but do not proceed with scores unless you are directed to do so by the Score Master, Head Appraiser, or Tournament Director.

If any issues remain unresolved, the corresponding row(s) in the Tournament Summary Window are bright red.
To identify unresolved issues, print an All Issues Report and an Unresolved Issues Report. Give a copy of each report to the Tournament Director and keep a copy of each report for the tournament archive.
If the Unresolved Issues Report is not empty, notify the Tournament Director that scores are otherwise complete. The Tournament Director will decide how the score room proceeds.
